BEIJING, Jan. 1, 2010/ China.com.cn / -- Recently, Infobird, China’s leading “Cloud Managing” system vendor, has signed formal service contract with Dinggang Town Government, located in Zhenjiang City, Jiangsu. Infobird will use its advanced cloud computing technology to creat China's first cloud computing application, a public service platform for e-government and services for the convenience of people.
Under the agreement, the “cloud computing services platform” provided by Infobird, will adopts world’s advanced cloud computing architecture and Internet-based service delivery model and also one-stop solution. Through the mature and stable operated SaaS system, it will build a high-speed smooth information exchange system among Dinggang Government, service providers and residents, promote rural informationization and new countryside-construction.
It is learned that the service platform includes the administrative call center system, convenient portal site, convenient business processing system, and other functional systems. It will adopts the project mode of “unified planning, unified design, unified development, and unified implementation”. In an effective security environment, it will realize seamless sharing and business processes will perform smoothly.
In the future, when making consumption choices, residents can place service order through the web site, Web call, SMS and other ways. The network platform agents can connect relative service enterprises or government departments according to the order, or directly transfer to their self-management back office.
For example, one resident wants to buy medicine. He can place the order through the portal site, or web call, etc. Under the agreement, medicine service providers then deliver the medicine to his home and establish his detailed files for next considerate and fast responsive service. If consumers buy a fake, they can complain through the network. Government receives complaint information through the network platform and timely takes monitoring and processing.
Wu Yimin, president of Beijing Infobird Software, said the project is divided into two stages of construction: by the end of March 2010, completed the first phase of construction to ensure that the portal site of cloud computing services platform run online successfully; by the end of June 2010, complete acceptance and promotion to ensure the full realization of the entire platform without technical problems.
Partnership between Infobird and Dinggang Town is the first full-coverage application of cloud computing in the domestic administration. Prior to that, United States Obama administration has announced a long-term cloud computing policy to enhance the U.S. Government's cloud computing applications, hoping to reduce government infrastructure costs, streamline procurement process of government agencies, and to reduce government computer systems’ impact to environment.
The U.S. government’s CIO Vivek Kundra said that took the USA.gov revision as an example, it may take 6 months and 2.5 million U.S. dollars annual budget through traditional practices. If using cloud computing practices, it only takes one day to finish upgrade with 800 thousand U.S. dollars per year.
After its finish of Infobird cloud services platform in Dinggang Town, it will integrate Dinggang government, faimlies, signed companies, cooperation agencies, service centers and other agencies by telephone channels, web sites, web call, SMS, etc. to achieve information transmission, sharing, interactive. It helps both sides of supply and demand to fully use the dual resources of the Internet and communications network so that they can communicate effectively and enhance efficiency.
In addition, the Government, through cooperation with professional IT vendors and operators to ensure system 7*24-hour security services, not only reasonably control the costs of technical staff paralysis risk, but also save money to be used for better hotline publicity, CSR training and long-term sustainable market-oriented operation.
The application of Infobird cloud computing platform will help Dinggang Town build the unified public service offering management system between the city and the countryside with efficient operation, full-coverage, and seamlessness. By then, through public information terminals the residents can easily access to undifferentiated services regardless of urban or rural, including public service information and interactive communication-type public services. The Government may at any time get effective quantitative information of public services.
Dinggang Town government service center system is a high challenge to Infobird, due to a large quantity of participants, a wide range of services and large amount of information, which requires the system provides comprehensive and effective management methods to manage a variety of information flow, personnel operate behaviors, system operation status, various caused fees, and other problems during the using process etc., to ensure that the system and various businesses can run orderly in a long-term operation.
After the completion of Infobird cloud computing service platform, Dinggang Town will become the world's first town to use cloud computing technology. This is cloud computing technology for the first time applied to the most grassroots-level governments and communities. It enables residents to enjoy changes in life and work brought by high-tech. This actually shows that in cloud computing applications, China already ranks among the world's advanced level.
Infobird Software CEO Wu Yimin said, cloud computing is a catalyst and the best way to build service-oriented government. Because cloud computing is in early stages of development throughout the world, this preliminary attempt of Infobird with Dinggang Town is expected for providing advance information about service management platform for other governments in the world.
